Written question no. 7775: Passports for newborn babies born abroad

Read my question to the Minister for Europe and Foreign Affairs on the issue of passports for newborn babies abroad : 

Mr Vincent Caure asks the Minister for Europe and Foreign Affairs about the procedures and time required to obtain a passport for a newborn child abroad. When a child is born abroad, the passport application is made after the birth has been declared and the birth certificate issued. This declaration must be made to the consulate within 15 days in Europe and 30 days outside Europe. However, some consulates only accept this declaration by post, while others do not have enough time to carry out this procedure after the birth. As a result, passport applications are delayed. These delays are compounded by delays in making appointments. What's more, some consulates have introduced a new rule requiring a delay of one month after the birth before accepting any passport application. Faced with these difficulties, some binational families have had to turn to the authorities of the child's other nationality to obtain an identity document before being able to travel. On the other hand, exclusively French families are forced to wait and postpone their plans to travel or visit their families in France. He therefore asks her to clarify the procedures for obtaining a passport for children born abroad, where at least one of the parents is French, and to consider the possibility of prioritising appointments for declaring the birth and applying for a passport.
