Read my question to the Minister for Foreign Trade and French Nationals Abroad :
Mr Vincent Caure draws the attention of the Minister Delegate to the Minister for Europe and Foreign Affairs, responsible for Foreign Trade and French Nationals Abroad, to the performance of the duties of honorary consul. Decree no. 76-548 of 16 June 1976 on honorary consuls general, consuls and vice-consuls specifies that the heads of constituencies may appoint French or non-French persons to localities within their jurisdiction, in order to delegate to them some of their prerogatives and responsibilities, with the authorisation of the Minister of Foreign Affairs. The more than 500 honorary consuls around the world act as local relays for the consular authorities abroad. In its final observations on consular services provided to French citizens abroad for the period 2017-2022, the Court of Auditors noted that developing the network of honorary consuls could be an interesting way of coping with the increased workload of the posts and making the network more fluid. He would therefore like to know whether the heads of constituencies are being encouraged to identify and appoint more honorary consuls in the coming months, particularly in Northern Europe, and whether the Ministry is considering extending their powers.
