Minister's answer to my question on the progress report on the EFE3D label

The label ‘établissement français à l'étranger en démarche de développement durable’ (EFE3D) was created in 2021 by the Agence pour l'enseignement français à l'étranger (AEFE), an operator under the supervision of the Ministry of Europe and Foreign Affairs. The aim of this label is to support and promote actions linked to sustainable development within French educational establishments abroad. The label has been a resounding success, with almost half of the network's 600 approved establishments currently holding the label. The 3 levels of certification are as follows: - level 1 is based on commitment, i.e. the school's willingness to commit to the approach; - level 2 is based on deepening, i.e. the implementation of a demanding strategy in the school. Level 3 is based on expertise, making the E3D approach an integral part of the school's management. For 2023-2024, 138 schools have been awarded the level 1 label, 114 the level 2 label and 38 the level 3 label. The attached table illustrates the trend in accreditations over the last three years, the first year being an experiment. The figures for the 2024-2025 school year have not yet been consolidated (the campaign ends in June 2025), but the trend is still upwards. This label is achieving its objective, which is to take greater account of the challenges of sustainable development, but also to increase awareness of the Sustainable Development Goals (SDGs) in approved schools in the network, and to mobilise eco-delegates to a greater extent: annual meetings in geographical areas, such as COP simulations, are being set up. The AEFE is helping schools that have not yet obtained the label to do so. The aim of this support is to structure the ‘Challenges of sustainable development’ (ESD) actions implemented in the school. All these actions can be coordinated by a school ESD coordinator who receives training (leading the group of eco-delegates). The AEFE provides financial support for the implementation of these actions, through a ‘world educational action’ entitled ‘I commit, you act - everyone is responsible’. The aim of this action is to encourage schools and zones to propose educational and teaching projects linked to the objectives of sustainable development. It is intended to be linked to an EFE3D certification process presented by the school. It may give rise to financial support from the Agency, up to a maximum of 50% of the budget planned by the school, via the Regional Training Institutes (IRF). ESD trainers (2 per zone): they take part in the training courses provided for in the regional training plan (PRF) for the zone. They are coordinated by the ESD coordinator for the zone, in conjunction with the IA-IPR (inspecteurs d'académie - inspecteurs pédagogiques régionaux) and IEN (inspecteurs de l'éducation nationale) for the zone. They receive regular training from the General Directorate for School Education (DGESCO) and the General Inspectorate for Education, Sport and Research (IGÉSR), as well as from other partners (AFD, Tara Océan, Office for Climate Education, Institut du Numérique Responsable) ; - the school ESD referent: a person appointed by the head of the school, this person is in contact with the ESD referent and ESD trainers and receives regular information: the label campaign, ESD projects and competitions, news from partners (Tara Océan, AFD), etc. Finally, schools that have been awarded the label have the opportunity to take part in the national prize for eco-delegate action: this is a prize awarded for action by eco-delegates in their school or local area. The winning projects are broadcast in the form of videos by the AEFE. The operator is also working on the publication of a document on the promotion and implementation of ESD-related actions in French educational establishments abroad. It will list the remarkable projects carried out in the EFE.
